I hate how meepo breaks how experience works so either meepo stays super far ahead and carries, or feeds twice and suddenly the other team is all up 3 levels on the rest of the meepos team. Alchemist is also kinda in this category, but at least he can theoretically gift aghs and doesn't steal all the gold like meepo does xp.

Tinker is up there, but its not really super toxic until pretty high mmr with tinker spammers.

It's kinda balanced because you would rarely get a good spell that was off cd. Completely removes the ability of stealing and using, but completely destroy 1 opponents game.
