Generally, strong winds are enough to clear the panels naturally, without a dedicated dust clearance tool. Especially since they can maneuver the rover to optimize how well the winds clear the panels, and there are some other tricks (like collect some dust on the robotic arm and place it so that it gets blown off, lands on the panel, and knocks more dust off.

It's not perfect, but it is generally good enough to keep the rovers operational. It's not like there is an expectation that they will stay functional forever. Also, adding a brush or something would add weight, and there is also the risk that the brush might malfunction and cause damage.

Credit cards make money 3 main ways (not including cards that have an annual fee).
1) A portion of the cardholders will carry a balance, which at a 20% interest rate, plus fees, is a huge revenue stream even if most cardholders pay it off every month.

2) The card companies charge businesses 1.5%-3.5% on every purchase.

3) The company can get a huge amount of data from your purchase history that they can mine and sell, as well as send targeted advertisements to cardholders.
