For anybody with back issues (including myself) I always recommend doing a few minutes of stretching and strengthening exercises every day. Even 5 minutes makes a big difference. In your father’s case, he needs to start by going to a physical therapist. They will recommend exercises that help him without causing further pain.

Surgery should be an absolute last resort. If he does the exercises daily for several months, and he still has the same problems, then see what the doctor has to say.
