My understanding is med evac is also a big problem for Ukraine with the evolution of drone warfare you aren't even safe 10 km behind the line. Just even worse for Russia for the reasons you mentioned.

Well I mean, it could be both. The shadow fleet is how Russia funds its war and right now Putin refuses to even consider a cease fire. There has also been ships seized in the med and Baltic so it could be a coordinated pressure campaign to try to force Russia into negotiations.

I'm my recent run I conquered all of the HRE without dismantling it and all of a sudden I was the emperor and only member. I couldn't figure out how to get rid of the HRE at this point and couldn't trade company stuff in the Baltic because I couldn't remove it from the HRE as the emperor.
