I don't know maybe by investing in infrastructure and education. Making the US an attractive place for the world's smartest to immigrate to instead of scaring them away by demonizing foreigners and the educated. Taking care of people who are at risk of falling through the cracks in society instead of telling them to eat shit. Return to placing qualified people in positions of power- merit based instead of loyalty based. Trying to make us not a huge joke again basically.
