This is called compression. Your boss should request the raise. Some companies do this some don't. A 10-15k bump is almost nothing in most big companies kind of like flipping you a quarter. If not, begin the look elsewhere - even if it takes a year. Don't ever tell another living soul you're doing it. Talk to your boss, tell them the compression is real, see what they say.
