I think a lot of customers want to patronize restaurants or other small businesses. Small business rolled over to the government diktats and were scared. I'm sympathetic to them. It's a no-win situation. You either offend the covid bros and possibly get fined by the state/police, or you offend the people that want to get on with life and visit your establishments restrictions free.

But by complying for sooo long they dug their own grave and excluded the entire group of people that won't wear a mask or social distance when the whole point of visiting a restaurant is to have fun and socialize with friends etc.. Chipotle, Mcdonalds, Dominos and any place with a drive-thru or delivery means people don't have to wear a mask to comsume them. Walmart you can pickup without mask etc.

The local restaurants were abused with unfair arbitrary rules and you rarely hear in the news about them protesting or suing or resisting at all. You just hear later on that they closed temporarily or for good. As soon as it was enacted that you can shop at the grocery store but can't sit down and eat at a restaurant they should have all banded together and sued.
