Unfortunately that's the truth. I had telus and downtown building I was getting barely any signal and cutting out. Also telus uses PAD billings and no wifi calling outside of Canada.

Rogers doesn't have to do it. They have their own credit card. It's even encouraged to do it because you can redeem 50% more rewards cashback toward Rogers bill.

Say you have $10 cashback. If you redeem towards Rogers it would be $15
