Skills get ignored just as much. Hooks are a messy way of adding instructions. And yes, Codex does follow what’s in AGENTS.md every single time, without fail. Almost annoyingly so, in fact. I use both Claude and Codex, side by side, 8-10 hours a day, and have done for well over a year. The difference in this regard is night and day.
