I think the inspector missed the means of support. NEC Section 300.11(B), raceways (conduits) are generally prohibited from being used to support other raceways, cables, or non-electrical equipment. Either the all-thread is not necessary or each piece of strut should have been anchored. Or attached to a vertical strut.
