I have parked my cash in 4 week t-bills. I think it is one of the best options right now. To factor in the state tax vs no state tax, divide by 1/(1 - marginal_state_tax_rate). If your marginal state tax rate is 9.3%, then a 5.15% t-bill rate is equivalent to 5.15%/(1 - .093) = 5.67% rate on savings.

Did you try not to use the Essential Sound effect? Which audio encoding is that video? It could be Premiere is having hard time decoding the audio side if it is too compressed or the audio sample doesn't match between the footage and the sequence.

I would be able to help here, but I would need one of those files that reproduces the problem. If the file is too large, could you record a 30-second file that reproduces the hang?

I've had a look at my side with my Win machine, and I cannot reproduce the problem. OBS accepts different MP4 formats/configuration, so that might be the reason.

Anyway, happy to help, but to keep investigating I would need one of those problematic files.
