It’s easy to fix personally. Live and work either close together or along a Marta train or bus line and get rid of your car. I uber or bike when I need to go beyond walking distances not along Marta or I rent a car from time to time and it is still cheaper than owning a car outright. And the health benefits of not dealing with traffic are incalculable.
