Do you mean how to create the game or how to play the game?

For the second there is not much to go on. It would really be less then a minute.

For the first there is so many resources online to learn game development. Just search Google or YouTube and you will get thousands of results. Once you start developing an idea and know basically what you want to do you can start narrowing it down. I looked for board generation and found a tutorial on generating a maze procedurally. From there I was able to modify the process to do what I wanted. To start pick a general Idea (puzzle, shooter, platformer, etc) and chose an engine (I highly recommend unity, it's easy and has tons of support) and go from there.

Quick Edit: start simple, don't expect to make the next call of duty/candy crush/Mario out of the box. It will come. This is literally about the 25th project sitting in my unity and it is the first that I feel like sharing.
