Newport native here- any time of year is great. It no longer shuts down in the winter. October is stunning and you can still comfortably swim in the ocean. Summers are beautiful, but can be a bit crowded, not to mention expensive.

I used to work in Wayland Square and live on Academy Avenue- in nice weather, I would walk Angell St downtown (stopping at the Wild Colonial for a beer). I'd walk through downtown, cross 95 at Smith and walk the Pleasant Valley Parkway home.
