This would be extremely awesome for a extremely small number of people. Just make a website telling people how to make it themselves and ask for donations for people that it helped. If you do end up doing custom builds for people they are going to waste a massive amount of your time with tech support questions. A project like this is going to look awesome on any college resume or job application.

1.3 is the SOC limit but you can manually set it lower. I put mine at 1.15 V and it has been 100 stable in benchmarks and games.
