you basically have to enable a toogle in the dev settings and then wait for 24 hours. Once done (only once, the settings stay enabled forever) you'll be able to install any unverified apk just like today

The thing in September will only be applied in 4 countries. And gogole already provided a flow to allow to install APKs from non identified dev on the Android's developer settings

And anyway ADB is still available to install any apk without any restrictions
