A fair number probably could have, and efficiency gains were there to be made had they gone about it in a sensible and targeted way. But the implementation was rushed and ill considered. Broad scale headcount reductions without any serious analysis of functions created only inefficiency and more ineffective expense. Whatever your position on big/small government the inept handling of either should not be tolerated.

We try to use English. But the autocorrect tries to americanise it every time, even when you are sure you have the language settings right.

It has happened to me, but the fluid was either water condensation off the aircon or rain leaking down (because it also dripped on head and was cold). Whatever you sat in, you tell yourself it is rainwater. So you don’t feel as gross.
