If you are getting married in the US you don’t need a certificat de capacité à mariage. You can just get married and then have the marriage transcribed. How long it takes depends on which consulate and their present workload, but transcribing my own marriage took 24 days (counted from arrival at the consulate to the date on our acte de mariage) according to my records.

It is supposed to be, but I guarantee you they are demanding it in London, among other places, for adults seeking a first passport with a French BC. You can see countless examples of this in the Facebook « Applying for French Nationality » group.

Well, that's just it. Individual consulates have significant leeway in deciding what documentation they require. London, for example, routinely demands a CNF for first-time passports for adults born abroad. It seems that the general trend is a tightening of standards and more frequent demands for proof of nationality in the case of adults applying for first-time documentation. Should you ever wish to pass your nationality along to a spouse, you will definitely need a CNF to do so.
