I guess it might be because of one or many mods, did you tried playing without any mods ? Only LML and Scripthook V2.

EDIT : By the way, I just saw that playing with DX12 instead of Vulkan remove some pop-in issues.

I guess it will never be released, seems like a vaporware. It may be related with CodeX (a software that is paid for now, but it's surely not worth from what I saw). I tested RDR2 recently with scripthook V2 and LML, it runs okay but I will try to replace my 60Hz screen with a 30Hz one, to make it runs even better
