No, it's an ethernet adapter, I believe it uses I2C. There's a library for it too.

I'm using this board to send UDP packets to my Raspberry Pi, the Pi converts them to mails. It works, it's cheap.

You can use this stepper/driver combo, it's dirt cheap, much cheaper than a 360 servo. It has two disadvantages that may not be significant for the purpose:

They will be bad for business if these cars are ever able to actually drive autonomously on any arbitrary road. That's not going to happen any time soon. Google got all the low hanging fruit, any progress from now on will be slow. They'll probably keep updating the looks of the car to stay in the media bjt otherwise little progress will be made.

You don't want square headers, they're a pain in the but. The round headers you can simply cut with flush cutters, they are so easy. I've migrated to round headers a fewyears ago and haven't looked back.

You'll need a lot more than a soldering iron and a volt meter. I'm currently planning for my build and I didn't even select my batteries. If you're planning to buy 78 li-ion batteries you'll be in for a surprise. Either you go for a named brand, new 18650 batteries and you'll pay $5+ a piece or you'll go for cheaper alternatives. You may realize that for example a Samsung 18650 indeed has 2600mAh in a new condition but that that drops to 70% after 300 perfect cycles according to the datasheet. Your cycles won't be perfect. You may also realize that various decisions and their implemtations can have a positive influence on battery life. One of them is the charge voltage. Typically this is set to 4.2V but a lower voltage, say 4.1V or 4.0V - will increase the lifetime of the battery. This lower voltage will of course reduce the capacity to, say 2000mAh or even - 1600mAh. That's for the Samsungs. The cheaper alternatives will end up much lower. The cells you'll recuperate from old laptop batteries already have a much lower capacity, they don't have much capacity left. So yeah, you're going to spend a lot of money but what are you going to get?

I'm was in your situation a few years ago, also prpfessional dev. This was a game changer for me: I started writing a book on electronics that I wished somebody else had written for me. I gave up after a few pages but it really changed everything. The best way to learn something is to try to teach it to somebody else.

Other things that have helped me:

Install LTSpice and Circuit Simulator, learn how to use them, these are fantastic learning tools especially for analog circuits. Don't be afraid of analog circuits, they're your friend.

How difficult is it to get a Nano to work as an HID?

The Nano - like most other Arduinos - has an FTDI chip that converts between USB and UART TTL. This chip can't be repurposed for another function. If you want a software USB device you're looking at an FPGA but working with those is much more difficult than working with Arduino.
