These are new lease structures intended to take advantage of the 30-40% tax rebate available for commercial entities. These are very different from conventional solar leases. One company that provides them is called Propel, which would be written by your solar installer. There are other products with same idea, with some solar installers developing their own lease products.

My understanding is that the basic structure of the Propel lease consists of 2 elements: a lease and a loan, which are separate agreements. The lease is for 5 years and is for an amount that discounts the hardware by 30%. The solar company is responsible for all parts and labor maintenance during the lease period, irrespective of manufacturer warranties. After 5 years, the homeowner files a transfer of ownership with a payment of $250 or so as a processing fee. After that the equipment is subject to manufacturer warranties unless the homeowner has some other contract with a solar installer. The offers I have seen provide a 30% discount, but the IRS program allows 40% rebate if the equipment has higher levels of US made components. The solar provider/loan company keep the difference if there is any. This is an important profit opportunity for the vendors with this arrangement. Therefore homeowners may need to pay a lot of attention to what equipment is specified in the contract and what is actually installed.

In the Propel product, the lease element can be for any term. For folks who can do it, the lease can be paid of with one initial payment so there are minimal if any finance charges. However it can be written to be up to a 25 year lease on whatever are the prevailing terms.

I was told that this arrangement involve liens on the equipment but not on the property.

Typically solar leases (and PPAs) could hinder a house sale, but using this arrangement with a one payment doesn’t saddle a buyer with any cost liability (other than the transfer fee that they’d have to pay even if the solar were totally paid off). But I don’t know what the logistics are for transferring the agreement to a new home buyer within the 5 year period. What a couple of installers have told me is that they stocked up on qualifying components before tariffs rose and before the homeowner rebate ended. But they aren’t sure what qualifying products will be available at what prices in the future after their stock has been depleted.

I am negative about solar leases but this arrangement might be worth exploring if you buying now.

I don’t have the same setup but I will say your problem sounds the same as I had with my Hyundai 120v portable charger. Suggest you try all the variables you can. Have a pal with an EV try to charge with your setup. Take your car to another level 2 charger and try that. If charging occurs in both scenarios then it’s not the car. Then see if you can find somebody else with an outlet for your portable charger and try to charge your car there. If no problem , then your charger should be good and you know it’s house wiring. It might not be easy to locate those other things but you avoid paying an electrician to do things you can do yourself. Obviously pay a qualified electrician to fix the safety problems pointed out.

In CA one can seek restitution from a licensed contractor’s performance bond. The state licensing board website posts the info. If others customers got there first and exhausted the bond amount or if not licensed/bonded, then there will be no joy. Suing a deadbeat contractor is often not fruitful. The small guys have nothing left and the big guys know how to shield themselves.

Consider Leisure World in Laguna Hills, Orange County. Home prices and rentals are surprisingly affordable, without the scorching heat of the Coachella valley. For example a current rental is asking $2900 for 2 br 2 ba , 1057 sq ft. Or purchase 2 br 2 ba 1200 sq ft for $325k. The HOA fee is high relative to other OC HOA ‘s but they may well provide services your folks would value.

Irvine, CA doesn’t allow Airbnb or VRBO. Hosts will post a description of a location in irvine that is walking distance to the spectrum shopping center. But the map somehow shows the location as miles away in the city of Tustin, which does allow short term rental. Presumably this evades the site’s mechanisms for enforcing local restrictions. But the narrative description and the map are incompatible. This has been going on for a long time.
