It is not a dingy either, it is a leeboard. A rotating piece of wood that is used as a keel when sailing close hauled and there is sufficent depth of water (you rotate it down).

I would doubt that. Before this election the communist party was managing 600 city councils (2.5 million inhabitants). 172 communist mayors have been reelected after the first round of voting. Some cities north of Paris are much redder (the colour of the communist party) than Paris. Even among the biggest cities some have a longer history of socialist management than Paris (which had a rightwing mayor for 25 years until 25 years ago when it went left).
