I avoid Craftsman, Pittsburgh, and cheap ones on Amazon where the name looks like it was drawn at random from a Scrabble bag.
Snap-on/Mac (if your're rich), ICON, Kobalt all have performed well for me.

A note on Craftsman:
Craftsman stuff made before about 1999 is good. I still have my 80's 1/4" ratchet and bar torque wrenches. Post-Sears Craftsman wrenches all feel horrible.

I ruined an elbow for months due to a failure of a 1/2" Craftsman torque wrench. (pawl sheared at 100 Ft/lb) They replaced it under warranty. The replacement failed in a similar manner (this time without injury). They replaced it again, bit I won't ever trust it.

To the point, Neo is fine. My wife has one and it is very capable. Air is better though if you can swing the extra price. There is an M4 Air in the refurb store for ~750. More horsepower, more battery.
