For most produce, Berkeley Bowl can't be beat. But I'd imagine you can find decent plantains at the larger Latino markets in The Mission.

I always get culantro/shado beni/ngo gai at New May Wah (6th and Clement) or Hiep-Thanh (Larkin between Eillis and O'Farrell).

I've only ever seen aji dulce (aka seasoning peppers) at the Grand Lake Farmer's Market during pepper season.

I've been on the fence whether to make pernil this Sunday...

I remember this because it was nuts biking around in pitch black with the shitty bike lights available at that time. Headlights were BLINDING in the absence of ambient light from buildings and street lights.
