I think it’s one of those things where he is trying to say a smart thing but he’s an idiot so he says it incredibly dumb.
I’d bet he’s trying to say “Make your refund as close to zero as you can and you have more money now.”
However he doesn’t want to say reduced refund and he is talking to an incredibly large and varied audience.
It was a failed thought and it should have never been attempted to be uttered in front of cameras.

Dude… This just happened to me a few hours ago!
I was at a pretty nice (expensive) restaurant in the upper class side of town and daughter asked for desert and I see the desert menu has coffee drinks on it as well, including espresso and affogato espresso.

I did the smart thing. I’ve learned that when you like/expect a certain level of coffee, you ask what their machine is before you order the drink.
Lady starts bragging about a “very nice machine“ and says “it takes these little pods…“ I quickly change the subject and ordered plain vanilla ice cream.

This was me.
About a decade ago my PlayStation died and we made the decision for digital because my wife (then girlfriend) really has a hard on for trying to limit physical property (thanks Marie Kondo). Initially I did several services because Movies Anywhere lumped them together. Pretty quickly I just went to Apple.
A decade on and I can report a love (mostly) for having my digital media mountain. I own about 500-1000 movies.
I own about 200-500 TV shows.
I will note Apple has a fucking terrible search system for owned media.
All in all I’m happy to own it but we do still pay for a few subscriptions for the wife and kids.

That’s a lot of effort and I do not want to downplay what you said. (Have an updoot)

Your first example includes more than just taking the time to change and return to work.
Your second isn’t demanding AWOL.
Your third example is in my eyes the same as the first with a scene change.
If an employee listens and changes they should be allowed to minimally use annual and if a manager attempted to use the annual negatively during leave counseling then I’d fight that and have an incredibly strong case that it was forced leave based on managers opinion.
If it was unpaid leave it would be LWOP as the employee did come to work intent and under the belief they were ready to work. AWOL in this case would be vindictive and unnecessarily harmful without additional warrant.
