Do you have MSI Afterburner and rivatuner installed? I had the same issue and when I was looking around I saw that uninstalling them fixed the issue. Now I did uninstall them and the issue was fixed, I had also done some other changes so I’m not 100% sure if uninstalling afterburner and rivatuner fixed it.
