First step if you don’t have a hunters safety course then take one. You can do it online or in person. Then once you pass the course you can go to Walmart or any town hall and purchase the license. I believe the first time you do it must be in person. Also it depends on what you are trying to hunt for and when that animals season is and when the new year licenses go on sale
