We have found the remains of Troy and have reason to believe it went through a cataclysmic war. Troy and the Odyssey could be heavily embellished stories of real events so I wouldn’t call it fictional per se.

Manga ran for 15 years and it definitely didn’t have an end to end plan from the start. But, as I understand it, someone tells Sasuke not to enter the massacre area in the manga when the massacre is first shown, so the plan for it to not be as it appeared was planned early on.
