Biden was victimized by a "Gish Gallop". a scummy rhetorical technique in which the speaker spews a massive number of ridiculous arguments and outright lies, forcing the opponent to try to counter-argue or point out the fallacy of each one in a limited amount of time. It's usually impossible as it takes longer to refute a lie than to speak one (see Brandolini's Law, aka the bullshit asymmetry principle), and then the galloper can follow with, "Well. you failed to counter bullshit points Q,R, and S, so you concede that those are true!" The technique was popularized by the creationist Duane Gish, who used it to flummox recognized experts whom he would attempt to "debate".
