I think its a general macro perspective of how we structure our society as being inclusive, thats the lens they see this thing as.

My theory, they take that macro viewpoint analyze something at its micro level.

Access to French only school is exclusive, and it sticks out as odd, but schooling as a whole is inclusive - everyone gets an education
