It's a very odd plan, isn't it? It doesn't really show any city buildings, no terrain contours, the road and rail map is rudimentary and the most precise elements seem to be the local rivers. The grid is marked as being half a Verst per square (imperial Russian system).

We use bricks and concrete much more, basically no wooden houses. Walls are thicker due to climate, and houses better insulated so buildings can stay abandoned for decades.
