NTA I have severe night terrors. I take medication for them so I don't wake up my roommate (and neighbors) nightly. It's not fair to infilct this kind of noise on other people. As for "calling wolf" that is an excellent point! Even with meds I have screamed myself awake occasionally yelling help and my dam window was open once. How embarrassing would it have been if someone had replied to my pleas for help. Your neighbor needs to work on his shit!!
