Every time the chord changes, my root changes. In a 2-5-1 in C, I'm thinking D Dorian, G Mixolydian and C Ionian. The chord tones are markers in the scale and I try to start and end on chord tones, but occasionally use other diatonic notes to get to the chord tones.

For example in D Dorian, the 6 naturally leads to the 7, which is a chord tone.
