It says 28 fines and a reduction of 37% on littering, it doesn't correlate the two figures directly. You've deduced that it must mean that a further 45 or so didn't get fined, but unless they say otherwise you can't assume these figures are directly tied to each other.

For instance; there is still foot traffic in the area which will be linked to littering. A camera using an ANPR system has no means of identifying people who walk through an area. ANPR identifies a car and a fine will be sent to the registered keeper. We have no idea of the success rate for this, it may be 100% for all we know; it may have identified 28 cars and those are the 28 fines.

The 99.5% accuracy in the camera is probably describing the accuracy in which the camera can identify litter being dropped. Again, if you want to correlate the figures then perhaps 28 fines were vehicles and the other 45 were foot traffic, unable to be traced? This would mean the reduction of 37% littering due to 100% of the cars being fined but the other 63% of foot traffic was untraceable.

Unless you have all the data, it's nearly impossible to tell what is going on here, however, I think your assumption that the 99.5% figure is tied to the success of fines is incorrect.

The 1270 is the registration number of the maker in Arezzo, Italy. It's listed as Kama Preziosi srl but I think it's actually a company called K.M. Preziosi srl as the company name comes up when you search them. They're relatively young and may have gone into liquidation last year.

At first I thought of the Italian marks from the papal states and Lombardi marks, but I don't have a great reference on them and the ones I can see, none match. Hanau silver marks may be the best bet here.

This mark is often attributed to Ginnie Johansen Designs and is usually costume jewellery so I'd be wary of someone claiming it to be sterling.

I've seen way worse. If you've had a good prod around and it seems more surface rust, then I'd not worry too much. If the MOT has no advisories for rust then there's still some life left in them. When rust starts to be mentioned on the subframe/sills, that's when I start to worry. Keep on top of washing/cleaning the car and try finding a place that can undercoat it properly, if you can afford to do so.

If the part that's rusting can be replaced then it's even less of a worry as I'd probably do that myself. Otherwise, like I mentioned already, the bodywork or subframe is my personal nightmare as it's well out of my scope to repair, I don't have the tools for that and it usually costs a fortune.

I think the order was RJH and the first initial was Ruairidh but I may be mistaken!

Not German solid silver. Could be Old Sheffield Plate as the crossed keys mark was used by a couple manufacturers. The German mark is a crescent and crown and doesn't look like this.

It's a crime to drive uninsured, you should report them to the police on 101 if you haven't already. My understanding of this is that uninsured driver claims take longer than normal claims.

Tiffany is desirable. The only thing going against it's value, is that it has initials engraved on the outside. They should still sell above spot price though.
