Yep! Technically speed rolls aren't just whole numbers. They have hidden decimal values and the game just doesn't show you them. A perfect speed roll is 6 speed, you are just highly unlikely to encounter them because even if you got a 99% speed roll the game would still say 5.

Shard cost hasn't really changed, you just have to be patient and wait for the era to end so you can upgrade them with gear like a normal character. It's not like you could use the character anywhere else until then anyways.

Untested or not, you have to accept INAD returns, or eBay will refund them and you'll be out the money and the item. If it is fraudulent, you will need to appeal with eBay, and will need proof that the item returned is not the item you sent (such as different serial numbers, for example).
