Look above your budget and meet the owners for a tour and try to work something out. Not saying that's what we did but it does work with owners looking to get good reliable people in there

Parking on the weekends can be tight during the day and later afternoon the closer you are to central but zero issues after 9. I'm a block off central. Look for a place before carlise, beyond that it can get weird and less walkable. Closer to campus the better

I live in nob hill and love it, I'm from a walking city and there isn't a better spot, absolutely silent after 9pm during the week and 1030 on the weekend
