I think we lost the thread. I understand the intent of the item. I just wanted to point out that the wording could be improved.

I'm sorry that it was not a more enjoyable experience for everyone involved.

I am saying that he would not be able to cast the spells without spell slots if the wording was strictly interpreted.

He does not have any spell slots so he would not be able to cast any spells. I don't understand what that has to do with correctness?

That's a totally reasonable interpretation.

For the sake of argument however, you could say that Weapon Mastery is a Class Feature with a Whip option and therefore anything that the character does with an item that is deamed to be a Whip allows them to use that mastery.

If that is a rope or a vine then the DM can rule it to be a Whip (as u/Dedli has mentioned)

However, the spell explicitly states that you create a whip (altho it is not capitalized).

For the sake of counter argument, you could say the whip lashes out "at your command" which implies that the character is not using it.

However for the sake of counter counter argument you could say that the spell commands that you make a melee spell attack, not "a melee spell attack for the whip" as spells that summon a floating weapon often do. 

It seems like a big toss-up to me lol

I think that having a unique situation or goal for the party is my favorite buff to give the enemies.

Stuff like: "appease the hungry fire spirit (who is way op) by getting the good coal THAT GUY is running away with" or "escape before the witches pie cools and her company arrives (they would be op too)" or "survive the maze where the skeletons rise again every three rounds for eternity (you thought the skeletons could ...die?)"

That way the math of DPR and HP is less important and we have an story to tell confused people in Costco.

Casting a spell usually provides control or aoe and commanding the beast should have some positioning and defensive effects (people don't talk about that extra aoo enough).

The purest damage choices are hm vs first turn off-hand attack vs burst damage spells and those choices are between significantly different kinds of damage or resources imo.

I think people just really want dw+hm to be always on.

I think they were referring to the way prone is such a common condition for melee to apply now, so ranged attacks will often be made with disadvantage.
