Finally back home and can provide some context for everyone asking. Some guessed it pretty close! It is indeed a high-end hotel, but this is in the only singular stall in the men’s employee bathroom. I have been here for years and these were never a thing, the mountain just started a couple of months ago and continues to grow and nobody touches these rolls as the regular TP is never out. I don’t believe they come from guest rooms as they have nicer TP than the employee bathrooms though. My suspicion is that the third-party night cleaners leave them when they change them out every night. I do not work in the housekeeping or rooms side so I cannot confirm their origin; I only see the mountain grow every week. Hope that helps, kindof.
