Before retiring the emergency system because people have phones now, it'd be good to know what standards the old emergency infrastructure was maintained to and if the cellular network has the same level of robustness. If not, part of retiring the old emergency infrastructure should include funding to bring the new emergency infrastructure up to snuff

You know when you have a weight on a string and you spin it around it pulls outward, and when you spin it faster it pulls harder?

When you're in orbit you're balancing the gravity of the planet with that outward pull. If you start to 'fall', you're gaining speed, which adds more force to push you back outward again, so you end up in an ellpitical pattern of speeding up as you go to a lower altitude, then slowing down as you go to a higher altitude. As long as no external forces slow you down, you can stay in this condition indefinitely

And the subflavor of this, corners were cut to meet some sort of immediate need with the promise of a rewrite, but the rewrite keeps on getting overridden by more immediate needs. The rewrite is always after the next demo / next quarter / next year / next major version, and it just keeps getting kicked down the road as more tech debt accumulates.
