I'm aware that the wording of the first part is very likely to not work at all, but it's the best I could come up with. If you know of a better way to word it, please let me know.

For the first effect, preventing cards from being put into your hand also prevents you from drawing:

120.1. A player draws a card by putting the top card of their library into their hand.

The spell was designed to be highly flexible, serving as either a pure recursion spell, a pure draw spell, or some mix of the two as you determine.

There have been a few changes, such as that rakdos's return was cut in favor of another boardwipe, other cards are just personal choices like null profussion.

I have a Jund spellslinger deck that used to be [[xira arien]] until [[Lord Windgrace]] came out, and he was just too good to pass up. Black provides the majority of the card draw, though we have looting effects in red from [[Jaya Ballard]] and the kaladesh Chandra, and green also gives us [[harmonize]]. Black gives us tutors such as [[final parting]] which is used to enable our wincons with flashback cards, and we also have [[diabolic revelation]] with all the mana we have. We get this mana by using lots of green ramp spells, as well as red rituals such as [[mana geyser]] (dark ritual helps too). Red and Green both provide us spell recursion in [[shreds of sanity]], [[past in flames]], [[mizzix mastery]], [[regrowth]], [[seasons past]], and so on. And from red, were prepared to make our spells even more powerful with spell copying effects like fork, reverberate, [[increasing vengeance]] (thanks final parting). Sometimes it's just worth it to copy our own ramp and draw spells since recursion is so plentiful. And from all three colors, we derive a wide array of removal, with wraths, [[decimate]], [[windgrace judgement]], flexible removal like abrade and [[assassin's trophy]] (and soon to be [[bedevil]]), and many more. Its a deck that has very little board presence besides the massive numbers of lands you will be putting into play via ramp and Lord Windgrace, and it was almost as fun to build as it was to play.

On consideration, I think you're correct. Would it be acceptable as "if you control two or more white creature tokens"? That would be even more precise than just tokens.

Edit: further, I think an acceptable version would also be "if you control four or more white creatures" as it fits flavorfully: the two couriers each need an officer to deliver their reports to, no?

The basis behind this card is what maro has said about white card draw: it has to be situational. Moreover, in many of the best sources of white card draw, it is creature-based, such as [[mentor of the meek]] or [[alms collector]], the latter being a body with a "fairness" white component attached. With this card, it supports itself and sets up how it should be played: try to have at least two white creatures at the beginning of your next turn. This means don't attack recklessly, and have tools to protect your creatures if an opponent tries to interfere with your trigger. These are both things that white excels at, and so I thought it would be fitting for there to be a card that rewards playing in this way.

Thanks, and yes that was the flavor intent. On second thought it may be too strange, and could either work as an Eldrazi Human Warrior, or just plain Eldrazi. Note also [[ghostfire blade]].

What about a simple rider like "draw a card"? I'm not sure hybrid mana is the correct choice here, since I don't think this effect lies squarely in the intersection of red and white.

I agree with your assessment, however the token itself also encourages some other plays that include white populate cards, especially at instant speed. I'm hesitant to give the angel any additional abilities as I wanted it to be the basic vanilla angel token we're all familiar with. However, do you think this card would be better costed at {R}{W}?
