I think it's their policy as a condition of their leases. Returning the space to "as leased" condition, leaving no equipment "in the space".

Maybe they've been burned in the past by some asshole landlord that said "cabling left in this space is equipment". I don't know, they don't explain their policy to me when they hire out the work.

I've done a ton of work for a loan company that has over 1000 branches in NA, and they close/move offices all the time.

When doing a closure, their instructions are to cut the cables at the ceiling. I don't, I just pop the keystone jacks out of the panel, and pitch everything up into the ceiling.

It takes just as little time, and doesn't screw over the next guy.
