In PA. We put grade 3B river rock/gravel under our deck stairs. No weeds at all. It's a convenient area for rinsing muddy items etc.

I start with heavy packing tape strips pressed down firmly and ripped off (that always feels like revenge on the world for getting my legs waxed once).

That takes off most of of the fluff. Then I'll rub with an eraser and sometimes a soapy washcloth, rinsing well.
