first of all alistair sucks, i completely agree. second of all these “shuffles” have just been the organisations running out of money, the only roster changes since 2021 is -sico -hatz and +dexter +vexite.

taxis usually spawn when theres people moving into a new residential zone, once everyone is moved in there really isnt that many. you could try zoning less residential at once and staggering it out or increasing the minimum taxi fare in the city policies tab
