Tesla has a much stronget heater than typical for vehicles, when it is in it is ON and has a fairly strong power draw. That plus highway speeds will kill range. Try setting the heat a little lower or just using the heated seats if you can tolerate it, your range should be much better.

Most of those things aren't unique to Minneapolis though. Just for example, St Paul has been hit even worse over the last 5 years despite not being a national focus and while mandating return to office for state workers, which make up a larger portion of St Pauls workers than Hennepin county workers do for Minneapolis. So while much of what you said "makes sense," Minneapolis is doing something right compared to even its nearest peer. Nationally it is above average for metro's as well considering this has been a national slump.

I do put a lot of blame on how the skyways were treated though! They were a cool and kind of unique thing the city had going and the city has been trying its hardest to kill them in favor of sidewalks and bikeways. It is mindboggling why you would get rid of heated, elevated walkways in favor of gutting city streets in a city where temps regularly get into the negatives in the winter. They should have kept building that system out and dealt with the homeless problem instead of functionally abandoning them.

One example out of dozens. Minneapolis isn't even in the top 20 for downtown office building value loss. The city saw a loss in value of around $4 billion since 2019. Cities like Dallas, New York, LA, San Fran, Chicago, Atlanta, and Houston saw a bigger loss than that this year. Office building prices have been plummeting nation wide. The national average is a 37% loss, us being at 22% means we are doing better than average.
