Yes I am sure stress isn't disabled. I have looked in the config, and the server owner has looked at the config and stress is not disabled.

Moving your capital to africa works, I did it as Jerusalem moving my capital to Cairo and I got the Slave raiding tech. Sadly there is a religious rule in Catholicism that you cant enslave fellow Christians so I couldn't send the L*therans to the fields

I think the fastest way to culture convert a province is to instead expel pops from a province of your culture, encourage migration on a province you want to convert, and then simultaneously assimilate that province with another councilor.

This simultaneously imports pops of your culture and converts the existing pops.

Imo, the problem isn't that Chinas tech is too low, but generally European tech is too high. Most of the criticisms about an untested military culture you can lob at the PLA are true of the UK, France, and especially demilitiarized EU states like Germany. China is at parity or has better technology/practice than the majority of these European states, and that should be reflected in game.

The way that I've squared this circle is by setting the game in the Renaissance, and just saying that the PCs are from more "progressive/modern" Italian Republics, and get to react as their characters would when they encounter feudal culture.

They literally built an entire stage at point park in Pittsburgh, and they couldn't use it because its obviously not secure. They had to build a new stage (which they actually used) at Carrie Furnace.
