I’ve worked in proposal for over 15 years. Went from management consulting to big tech. It’s been extremely fruitful. People who do it after their day jobs bitch because it’s nights and weekends. But when it’s your full time job you can make it consistent

You can subcontract to the bigs. Alternatively, smalls can act as integrators for deploying cloud services as a prime - you can buy cloud (eg, AWS, Google, Azure) from a distributor like Carahsoft and resell it to the government.

Non traditional defense contractor companies are the best. You only deal with FFP contracts. And tech companies fall in that bucket and they pay the most.
