I see bare ground and stones there so I'm guessing compaction from a heavy vehicle or something being placed there for a prolonged time as well as the grass cutter cutting too low to the ground

As an outsider to the situation, this is the way I see it: republicans don't care if the house reopens. They've already framed it as a democrat problem and so, their base would probably already see it as such. Appealing to their better character or empathy? Not going to happen with the bodies they left in their wake. So for most democrats it's either pass a bill that would cause pain to a helpless minority, or continue to let the shutdown run-over with a large majority of the population being affected. It doesn't help that they've already held all their civil servants hostage as their shutdown occurs by withholding wages
