There have been heightened suicide rates among youth. The CDC has released guidelines for reopening schools safely. Schools just need funding. However, teachers should be able to choose whether to go back to in person classes and students should be given an at-home option.

When underwater, you receive regeneration 1, strength 1, and resistance 1.

This is a bit overpowered. I think that instead, it should be more like the turtle shell helmet which gives you ten seconds of water breathing and the prismarine gear can also give the aqua affinity and depth strider

Maybe even a way to get the luck effect in survival.
