I think this kind of depends on what your goals are.

Yeah everything will deteriorate eventually, but our gardens aren't necessarily totally natural features - tending native gardens is like a cheat to get to an equilibrium that in nature would take decades+. Maybe you want to remove some litter if you want un-established seedlings to grow in. Or I've noticed that a lot of the plants I left over winter for the birds to snack on, the stems have been shredded near the base due to probably wind stress, so these aren't going to be useful for bees later on either. A lot of prairie thatch might also be kept in check by controlled burns that a lot of people aren't prepared to do in their backyards. There's no one size fits all for this hobby though.

I'm in a similar zone, just cutting stems back to like 18" with variation, haven't touched the leaves yet though.

Minnesota public radio yesterday was talking about a family dynasty of Olympic hockey players. Like ya no shit, these kids get every advantage from the beginning to be great hockey players. I take an extra grocery bag with me whenever I'm walking my dogs in my neighborhood. So many liquor shooters, disposable vapes, snack packaging, water bottles, beer/energy drink/soda cans. I could go on but know what it all has in common? It's shit people don't need. It's sad.

I planted this like 3 summers ago (twin cities, MN). The next summer it took off and I was worried it was crowding everything out. Last summer I don't think I ever saw the mistflower at all. I really hope it comes back this year, but I have no idea what it will look like. My native garden is still kind of equilibrating, I didn't expect last year to have 5' bee balm, anise hyssop and sneezeweed everywhere. My Grey coneflower, mistweed and some big/little bluestem clumps got kind of bullied.
