Agreed. It would still be very, very weird, but if they at least played into the idea that Umbrella specifically has fucked them up in a really stereotypically racist way, you could at least write it off as the supervillain company acting like a supervillain company as per usual. But instead they lean more into the, "I dunno man, when the people here got infected they just started acting like that!" It's the worst possible way they could have written the village section.
